Submit to bookmark sites will cause google penalty?

Submitting to bookmarks sites which have not "no-follow" tag is a fast way to build tons of one-way links,but do you think it will cause google penalty?

I use bookmarking sites regularly, and also don't see a
penalty. I've heard though, that you can get penalized
when submitting a lot of links at the same time - you
get a fast boost and a fast crash follows. (This would
be from using a tool that submits your link to multiple
BM sites at the same time.)

I agree that it's a good idea to diversify your linking
efforts. Articles work well, especially when submitting
to highly ranking article sites. Posting to your blog,
forums too.

Nope!!! I personally use social bookmarking sites that without "nofollow" to increase page rank of my urls and shoot up to top ranking on Google for keywords which I target.
